Abogado por la Universidad Nacional Mayor de San Marcos, con un LL.M. de la Academia Yenching de la Universidad de Pekín y especialización en Economía del Comportamiento por la Universidad del Pacífico. Mi trabajo se sitúa en la intersección entre derecho digital, gobernanza de inteligencia artificial y regulación comparada.

Como analista de la Subsecretaría de Políticas y Regulación Digital de la Secretaría de Gobierno y Transformación Digital (SGTD–PCM), estuve a cargo de preparar el proyecto de Reglamento de la Ley de Inteligencia Artificial del Perú y diseñé su arquitectura inicial. Asesoré a la delegación peruana durante el proceso de negociación del Convenio Marco sobre Inteligencia Artificial, Derechos Humanos, Democracia y Estado de Derecho del Consejo de Europa. Posteriormente, como asesor legal en derecho informático del Jurado Nacional de Elecciones, desarrollé normativa interna e instrumentos de gobernanza para el uso ético, seguro y respetuoso de la privacidad de la IA en el organismo electoral.

Integré el Grupo de Expertos de la OCDE sobre Incidentes de IA y he sido participante y ponente en foros e iniciativas internacionales como AI for Good (UIT) y APEC. Soy cofundador de Empatia Lab, organización dedicada a la promoción ética de la inteligencia artificial, y coautor de la publicación GuIA 2021, en el marco del proyecto BID / fAIr LAC sobre inteligencia artificial en América Latina. He sido docente del curso «Inteligencia Artificial para la Gestión Pública» en la Escuela Nacional de Administración Pública (ENAP).

Mi perspectiva combina la experiencia regulatoria peruana con un entendimiento comparado de los marcos de China, la Unión Europea y Estados Unidos, resultado de mi formación en Pekín y mi participación en foros multilaterales. Construyo capacidad institucional en la intersección entre derecho, tecnología y política pública.

Peruvian lawyer (Universidad Nacional Mayor de San Marcos), LL.M. from the Yenching Academy of Peking University, with a specialization in Behavioral Economics from Universidad del Pacífico. My work sits at the intersection of digital law, artificial intelligence governance, and comparative regulation.

As an analyst at the Undersecretariat of Digital Policy and Regulation of Peru's Secretariat of Government and Digital Transformation (SGTD–PCM), I was in charge of preparing the draft Regulation of Peru's Artificial Intelligence Law and designed its initial architecture. I advised Peru's delegation during the negotiation of the Council of Europe's Framework Convention on Artificial Intelligence, Human Rights, Democracy and the Rule of Law. Subsequently, as legal advisor on IT law to Peru's National Jury of Elections (JNE), I developed internal regulations and governance instruments for the ethical, safe, and privacy-preserving use of AI in the electoral authority.

I served on the OECD Expert Group on AI Incidents and have participated and spoken at international forums and initiatives including AI for Good (ITU) and APEC. I am a co-founder of Empatia Lab, an organization dedicated to the ethical promotion of artificial intelligence, and co-author of GuIA 2021, a publication of the IDB / fAIr LAC project on artificial intelligence in Latin America. I have taught the course 'Artificial Intelligence for Public Management' at Peru's National School of Public Administration (ENAP).

My perspective combines Peruvian regulatory experience with a comparative understanding of the Chinese, European, and U.S. frameworks — the result of my training in Beijing and my participation in multilateral forums. I build institutional capacity at the intersection of law, technology, and public policy.

秘鲁圣马科斯国立大学法学学士，北京大学燕京学堂法学硕士（LL.M.），并在太平洋大学（Universidad del Pacífico）完成行为经济学专业进修。我的工作聚焦于数字法、人工智能治理与比较监管的交叉领域。

在秘鲁政府与数字化转型秘书处（SGTD–PCM）下属数字政策与监管副秘书处任职期间，我负责起草秘鲁《人工智能法》实施条例草案并设计其初始架构，并在欧洲委员会《人工智能、人权、民主与法治框架公约》谈判期间为秘鲁代表团提供法律咨询。此后担任秘鲁国家选举委员会（JNE）信息技术法律顾问，为该选举机构制定人工智能伦理应用、安全保障与隐私合规的内部规范及治理工具。

我曾是经合组织（OECD）人工智能事件专家组成员，并作为参与者和演讲者出席国际电信联盟 AI for Good 峰会及 APEC 等国际论坛与倡议。我是致力于人工智能伦理推广的 Empatia Lab 联合创始人，也是美洲开发银行 fAIr LAC 项目出版物《GuIA 2021》（拉丁美洲人工智能）的合著者。我亦曾在秘鲁国家公共行政学院（ENAP）讲授《面向公共管理的人工智能》课程。

在北京的求学经历和多边论坛实践，让我能够将秘鲁的监管经验与中国、欧盟及美国的监管框架进行对比融合。我致力于在法律、技术与公共政策的交叉领域加强制度能力建设。
